When is the parking chaos caused by parents picking up children at 4 m in Cleveland Walk going to be supervised?

I returned at 3.55 pm today. The road on the side where parking is allowed was choc a bloc. A woman was reversing into a narrow space exactly opposite our gate. She could not get in completely, so was sticking out slightly. The light was fading, so I turned my headlights on, partly to avoid the badly parked [but legally parked] car, partly to see up our drive, which is in shadow, particularly in the tricky light at dusk. A woman in an illegally parked car on the same side [East side] & within 6 or8 feet of our drive, in fact parked on a single yellow line under a sign that says 'no parking, Mon to Sat 8-6' immediately turned her headlights full on, thus momentarily blinding me. This was done in an aggressive manner probably before she realised I was attempting to turn right in front of her into a dark entrance. I got out of the car, pointed out the no parking sign, & told her I would report her. You have a photograph of the car in question. I believe there was no need for her aggressive & indeed illegal act. I believe turning full headlights on when in a parked car, intending to suddenly blind oncoming traffic is against the Highway Code. I am sure you realise things are getting worse in Cleveland Walk. These drivers are aggressively breaking the law and getting away with it time & again. I protested to you about 5 years ago. Nothing was done. Things are getting more difficult as driving becomes more aggressive & drivers do what they like without any thought that they should be punished. Are you ever going to do anything about it. A 'traffic warden' every day a 3.45 for 30 minutes would restore order, & force the school authorities & parents association to organise an appropriate bus service.
