Leaves covering double yellow lines and vehicles parking on them

Sent to Bath and North East Somerset Council 3 hours, 22 minutes later. Council ref: 3153217.

The leaves on both sides of the road in this area of Widcome Hill are obscuring the double yellow lines & cars are now parking on both sides opposite each other leaving a much reduced single track, buses and lorries only just get through, vehilcles on this road already travel far in excess of the 30mph speed limit so visibility into this obstruction coming down the hill is obstructed, an accident waiting to happen? I reported this problem in the One Stop Shop 3 weeks ago, when will the leaves be cleaned up & faded yellow lines be repainted could have been done when Police Parking space was done, cost more now
