Water discharging from drain onto road - Potentially blocked main sewer?

For many months water has been running down Camerton Road, after being discharged from one of the highway drains between Quarry Cottages and the roundabout at Meadgate. The drains on Camerton Road were recently cleaned but this had not resolved the issue. As water is being discharges on the road from the drain, it would suggest that the drain itself is not blocked. For water to be coming out of the drain, however, it perhaps suggest that the main sewer is blocked and that water collected from drains further up the sewer, is not able to run freely through the sewer. Your attention to the issue would be greatly appreciated.
