Safety bollard missing and broken gutter by driver

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3223639.
A driver mounted the curb, scraping along the front wall of a property, braking the drain running down the right side of number 30 High Street and destroying the black and white safety bollard. Had someone been entering or leaving either of the properties at the time, this could have been a fatal incident.
We politely but strongly request that more substantial roadside safety features be considered for this stretch of the High Street.
The temporary cone (in the photo) has been in place since October.
