Holly hedge overlapping pavement

This hedge/tree has been here for some time and causes an obstruction in the pavement that only allows single file walking for pedestrians along a route that is otherwise clear. This particular part of the road is dangerous as cars can come very close to the pavent due to cars being parked on the street on the other side. It would be marvellous if this could be cut back in the proper way and in proper respect for pedestrian usage. Thank you
