Rubbish across car park causing rats

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3252559.

For weeks, there has been a build up of rubbish in the car park. The rubbish is blowing/spreading across the car park which in turn is resulted in limited car parking spaces for resident. The rubbish is also blocking access to garages. The rubbish has blown across the car park and as some of this is food waste, this has attracted rats and bad smells.
