Severe black ice caused by poor drainage

Villagers have reported this problem on numerous occasions over the years. Despite a distinct lack of rain in the last week or so, the lane up to North Stoke is a sheet of ice with particular issues on the first couple of steep corners when heading uphill and a very dangerous position when exiting the lane having to try and stop on a sheet of ice and not to shoot out onto Bath Road - it's an accident waiting to happen. The BANES refuse collection couldn't happen today as the lorry couldn't make it up the hill due to ice. Villagers have taken children to school and then can't make it back up the hill, someone ended up in the hedge today on their way down. When we report this you come and sweep the leaves/clean the drain but that doesn't solve the problem long term - the water runs across the road as it needs new gullies to be dug out and the drainage to be properly put in place to prevent the problem.
