Drainage issue causing flooding and sitting water on bottom step and pavement outside 4 Mountain Ash

Reported previously but you closed the issue after you said you couldn't find it so I'm trying again with photos! Original message was: We've recently become the new owners of a property on Mountain Ash in Upper Weston. The properties on Mountain Ash all have a large amount of steps leading up to the front door, and we've become aware of a drainage issue on the bottom step and pavement. Water stays there all the time and the concrete doesn't seem to dry, and we're not sure why but there is clearly a drainage issue. We're aware that both surface water and waste sewers cross our property at this location at the front and so we're concerned it may be linked with this? We have been advised by our neighbour that a similar issue was resolved by yourselves in their property as these are public sewers and so wanted to contact you to see if someone could come and take a look at how to resolve this? We're aware when it's icy it could potentially be dangerous.
