Speed indicator device broken

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3310752.
This solar powered speed sign doesn’t work, uncertain why. Please could it be repaired, speeding is a huge problem on this stretch of road and a working sign is needed to help slow down drivers.

Apparently these were turned off by B&NES when the speed limit was reduced to 20mph, please could a new front be put on the sign? Currently it would flash 30mph.
