Blocked underground pipe between drains

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3393465.
A council vacuum tanker sucked out the drains on Wheatsheaf Lane today (thank you!) but within a few minutes they were blocked again. As a result, surface water drains off Wheatsheaf Lane straight down our drive into our farmyard at Corston Fields Farm. Plainly, the underground pipes on Wheatsheaf Lane are blocked between surface drains as the terrain is fairly level.
