Build up of mud in gully for rain water

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3468143.
The drainage at the side of the road along the A37 - outside house steps on main road is thick with mud. I assumed that part of the council tax that is payed by myself and neighbours was used to maintain gully ways for rainwater. This has happened over time and the roadside has become so bad that mud and vegetation has grown all down the side of the road in the gully part for rain water. Please can you remove this. This needs looking at as my concern is that it has built up so much that it will spill into the road causing additional traffic issues to the road users. The filth around the drains is unacceptable and would appear that the council are scared to death of the local builders who have caused this mess to increase instead of words maybe action is appropriate for my £300 council tax per month
