Bin continually obstructing pavement

I first reported these wheelie bins 3 weeks ago. I haven’t had any response, and this continues to be a problem outside always Sunday town house. There is continually a bin left on the pavement, which is an eyesore not only when I look out of my house, but to our entire street. I am unsure why they are being allowed to do this, when no one else is allowed to leave bins out!
