The barricade and planters blocking the place finder and attached to the heritage bollards are forming an enclosure around Vino Vino and blocking use of the covered walkway from the Thai Balcony to the Theatre Royal. The plywood barricade is fixed to the highway heritage street bollards (hiding them from sight), is on the pavement and is outside of the licensed area. Access to the place finder is blocked by tall planters that have been fixed to the heritage flagstones. Two additional heritage bollards that were loaned to the site for coronavirus measures have been permanently fixed into the heritage flag stones and now block the covered walkway and have plywood fixed to them. The resulting structure restricts pedestrian access and visibility from Saw Close to St John's Place. In addition the heritage street furniture is entirely obstructed from use or view to the detriment of the Saw Close street scene.
