Overgrown cherry tree at Linden Gardens

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3586058.

A resident of Linden Gardens is complaining that the cherry tree in the photos has not been trimmed for at least four years. It has now overgrown to the extent that the footpath is partially blocked, and shoots from it are forcing their way up through the tarmac. The cherry tree at the other end of the parking bay seems to have been trimmed, so I'm wondering why this one wasn't?
