Grass is so long people are dumping bags of rubbish amongst the tall grass. Can the grass be cut?

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3635166.

The grass needs cutting to stop people dumping bags of rubbish amongst it. It is dangerous and allowing rats to thrive.
