Footpath (1) blocked and (2) disturbed surface

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3642608.

Work on footpath at bottom of Jacob's Ladder no. 2 - end of Perfect View. I have used this footpath since 1981 and now a kerb is being built across the part that turns towards Rivers Road (currently fenced off - see photo); the other part has had a trench dug across it and roughly filled (photo). Crudely hand-written signs suggest resurfacing will be done and to 'find an alternative route'. Is this being done legally?

  • Is it legal to simply dig up a public footpath to improve access to your property without planning permission ?

  • The handwritten sign at the top of Jacob's Ladder No. 2: Resurfacing work starting on Thursday 30th at bottom of steps (3 days). Please find alternative route if possible. Still working today - Tuesday 5th July - footpath obstructed by fencing on one side and row of cones around trench other on side. Walkers told by workers to find another route. Is anything to be done about this?
