Locked gate on public footpath

Reported via desktop in the Obstruction on road or pavement category anonymously at 11:27, Mon 25 July 2022

Sent to Bath and North East Somerset Council 1 hour, 15 minutes later. Council ref: 3704106.

There are three swing gates designated for walkers on this public footpath that have been padlocked. This, I believe, is contrary to the 1980 Highways Act.
