Too many wheelie bins and in wrong place

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3739240.

There are far too many wheelie bins at the bottom of Swallow Street (12 in photo). This looks terrible and is not encouraging businesses to occupy vacant retail units. I have a further concern that when Tesco opens (in place of the old HMV) there will be further wheelie bins and goods vehicles coming and going which blights the bottom half of Swallow Street. My suggestions would be: 1) ask premises to share wheelie bins to reduce the number to 3 or 4, 2) move these wheelie bins up to the middle of Swallow Street by the bollards, 3) ask wheelie bin users to keep their bins inside their shops except on bin days. This issue has been going on for years. Thank you for your help.
