Dangerous barbed wire on narrow footpath

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3752671.
Renewed tight barbed wire along the narrow path edge (and only this edge). This seems to get renewed every year.
This is dangerous and a public nuisance*.
This is a footpath where cyclists should dismount.
We have previously torn clothing here when pushing bikes to the 2 tunnels route.
Any young children who are being carried or a cyclist that does not dismount would be in danger of very serious injury if they fell while moving. (For both, this barbed wire would be at throat level).
I am concerned that there is a serious public danger here.
*This text is quoted from your outdoorswest website FAQs: "Barbed wire adjacent a path could be considered to be a 'public nuisance'. A walker or rider who is injured or damages their clothes on barbed wire when using the path could claim for damages against the landowner."
