Drains are blocked causing flooding of my porch, pavement, and road

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3764794.

Baines Council have been out before and tried to rod the drain under the road, they informed me and showed me that half way under the road it is completely blocked. They explained that the previous road workers at some point had cut through the road causing the collapse of the drain. When this was filled in they just tarmacked over the lot meaning all water on the hedge side cannot drain, it can only cross the road in to another drain outside my house. (Hence a dangerous river forms above/crossing the road) This drain cannot cope and every time it rains, it floods the road, pavement and my porch. I am now having to employ a painter to repaint my porch as the red water from the flooding has stained my house!! I want this rectified as It is dangerous the public and road users, let alone costing me money which I hope Baines council will offer to pay? Overall the drains have been flooding for over 4 years now and each time I complain, one lorry comes and clears the drain but this clearly will not resolve the problem. I hope that further action will not be needed after this email being sent.
