Compacted thatch

The grass in the middle of Birch Court has recently been ‘cut’. However, as it was covered in dead grass from previous ‘cuts’ this meant it has now been compacted to such an extent that the ‘grass’ is just thatch. This ‘grass’ will never recover unless the thatch is removed. If the council won’t sort this, can the residents have a reduction in their council tax to pay for a private grass cutter?
