Rough sleeping/litter

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3841094.

We have received a complaint of a female sleeping homeless on land in chandos road, keynsham bs31 2db. I am unsure if this land belongs to BANES or another stakeholder. The complaint is regarding litter so much so that the area is unusable. Would it be possible to look into this and see if this is your land, if not would you be able to advise who does own this land for contact to be made regarding the complaint.
