Residents of the flats don't take the bins up the stairs and off the Street ever and often just place black bin bags and takeaway bags onto the street and 'hope for the best'. Resident of the flats confirmed this verbally to me . Bin lorries don't collect it as its wrongly presented and overflowing. It is like this permanently and has been for months and months

Council officers have monitored the properties and spoken to residents about presentation of waste. Letters have also been provided to properties regarding council policies for presentation of waste and recycling.
