BA1 5SZ to BA1 5RH Lansdown Road unclear safety signage

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3907173.
This option (damaged signage) is probably incorrect, and Fix My Street may be the wrong channel for the request, but I trust this will be forwarded to the correct authority.
Please would you make clear what it is that the Council intends motorists to do on the stretch of Lansdown Road (leaving Bath) between the entrance to the Royal High school and approximately the turning for Fonthill Road.
At present, there is a pedestrian refuge outside the Royal High which I believe has a crossing patrol at the start and end of the school day.
Travelling up the hill, lamp post 40 has a sign saying 'Camera at crossing' (the pedestrian refuge being between lamp posts 43 and 45).
Travelling down the hill, lamp post 49 has the same warning sign on it.
Slightly further up the hill, there is a newer Zebra Crossing just before the entrance to Kingswood school (BA1 5RG). There is now a sign on lamp post 50 (travelling up the hill) as one approaches it, with a speed camera symbol, and '20' in a ring.
Even higher up the hill, but now travelling down it, there is a pedestrian refuge between lamp posts 55 and 54. Just above, there is a sign on lamp post 56 which says '20 when lights flash'. There is now a sign higher still up the hill at lamp post 58 with the same speed camera symbol and '20' in a ring.
This is rather muddling, and particularly unclear is (a) why the sign on lamp post 58 is there when the one on lamp post 57 exists, and (b) where the speed restriction notified at lamp posts 50 (leaving Bath) and 58 (approaching Bath) ends.
If the intention is to have a 20 mph zone between lamp posts 50 and 58, it would be far clearer if the symbol '20' was painted in a ring on the road (as it is when limits change on side roads) by lamp post 50 (leaving Bath) and the symbol '30' was painted in a ring on the road by lamp post 58 in the outward direction.
The reverse arrangement of symbols at the same point for inward traffic.
