Wall has been partially removed and digging next to footpath

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3951382.
Work along boundary of park is being undertaken by owner of number 5(?) Abbey Park. As far as I am aware this lies well outside his property boundary (though he claims this goes up to the footpath). It is questionable whether the works lie within the area of the scheduled ancient monument (Keynsham Abbey) which lies within the park. I am concerned that the works are being carried out on land which forms part of Keynsham Memorial Park without the permission or knowledge of the local authority. I do not know the extent of the work being carried out, but I understand that he intends building a more substantial barrier to prevent the public looking at his house. This may impact on the public footpath, on the scheduled ancient monument and on the large walnut tree where the work is being done.

Thanks for reporting this. We're not able to get anyone out to inspect this immediately so could you please take, and upload, a photo and we can investigate whether or not there is any encroachment onto Council land..

Photographs attached as requested. The builders will apparently remove the old fencing which runs down the middle of the bed being dug out. They are instructed to put in a new fence, but I do not know the line this is to take. They told me that the person instructing them owns up to the footpath. This seems unlikely given that the fence position was in line with what remains of the wall.
