New bollard - hazard

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3983707.

A new wooden bollard was installed at the entrance to Sydney Gardens. The bollard is folded down to the ground most of the time, including in the dark. The bollard only has a strip of reflective material at the top, not at the bottom, so when it lies on the floor, it cannot be seen. This results in the bollard being a tripping hazard for people on foot, wheelchair or cycling. Could you please make sure this bollard is visible to people, especially in the dark?
