Car blocking registered disabled space

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3988952.

A cream fiat 500 is parked in a registered disabled space outside 10 Shaftesbury Road for days. The disabled person can’t walk far and needs the space for a car to enable access to regular hospital appointments. We can’t find the owner of the vehicle and the police said to inform you.

    Our Civil Enforcement Officers can issue Penalty Charge Notices for infringement of double yellow lines or other parking restrictions, but we can’t respond to issues of parking when there are no restrictions in place. If parked vehicles are causing an obstruction it is a Police matter and should be reported via 101.

  • Thank you for your report. This is an advisory Disabled Bay. Advisory Disabled Persons Parking Bays are typically marked out on the public highway in close proximity to the home of a person with severe mobility impairments to assist them in accessing and leaving their home via vehicle. The purpose of the bay is to deter other people from parking in this location as it makes them aware that a person with mobility problems lives close by and relies on the bay to stay independent.

    However, it is the case that these bays are unenforceable and rely on the goodwill of other drivers to leave the bay clear for the person who requires it. Furthermore, we cannot issue any Penalty Charge Notices to any vehicles in relation to such bays.
