Water running across brassknocker hill and freezing

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 4158809.
Going up the hill the laybye on the left has water running across the road due to inadequite drainage channel on the left just above the laybye, the exhisting channel that runs past the laybye to a drain gets blocked easily,

This main artery into and out of Bath to the East has been blocked for over a week now due to inadequate drainage of water (springs?) running down the road and then freezing. Work was done on the gully beside the road on the lower stretch of hill but, as stated in the previous comment, the water is also coming from further up the hill - above the S bend and spilling across the road because the drain is not working. While we understand the need to protect the safety of users of the hill, its closure results in massive disruption and results in drivers trying to rat run through the village. When are the drainage issues on Brassknocker going to be addressed so that is more resilient in the face of wet weather which is forecast to get worse in coming years.
