Temporary lights put there by Bristol Water permit i.d. AY0092839865.

These lights are at the site of works by Bristol Water. During rush hour this morning they were unmanned, no work was being carried out and were set incorrectly. I was travelling from High Littleton towards Farmborough and the queue was over 1 mile long; it took 20 mins or so to get through the lights whilst there was a queue of only 12 cars travelling towards High Littleton. These lights were put in place yesterday Jan 24th. I was previously told that in the morning and evening rush hours, the lights should be manned. These lights were unmanned and no work was being carried out and it was 8.15 am
