Blocked drain across the lane

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 4181228.

The drain from the (big, fairly newly installed and effective) roadside gully is blocked where it crosses the lane and there is continuous extensive surface water flow which freezes like a ice rink in winter weather. It looks like at some point there was an underground ceramic pipe from this gully across the field into the Cam Brook, but that has been broken and pushed down at some point and the drain is now discharging at into the field through what's left of a broken, blocked pipe half submerged into the mud. I have tried and failed to clear the pipe with DIY-standard drain tools.
