Drain full of asphalt/tar mixture after pothole repair

In the last couple of weeks, repair work has been conducted at this end of Bloomfield Grove (in front of Number 19). But the material to fill the holes has been allowed to migrate into the drain itself, visible in the second close-up photo. This means that the drain can't possibly work properly.
