Drains cleaned all the mud out next to the drain

Sent to Bath and North East Somerset Council 2 hours, 4 minutes later. Council ref: 4316716.

How can this be allowed to continue the drains weee cleaned and the rubbish next to the drain on the road …. That’s like putting rubbish in a bin bag and leaving it tipped out on the pavement. Is this what £3000 a year council tax gets you? Needs to be sorted or I will pay private and take it off my next council tax bill
