Another abandoned vehicle on Bennett Street

This is now the 4th vehicle which is abandoned near The Circus, a world heritage site. I appreciate they have tax and parking permits although I wonder how it has a parking permits. Does it have insurance?? Perhaps this is one to pass to the police. This car is 25 years old and another eye sore. Flat tyre, seagull mess on it, dust, dirt underneath it and and weeds growing around it. Please investigate it.
