Chestnut tree that appears to have a disease

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 4607054.
I have lived next to this tree which is in Bloomfield Allotments for 17 years. It’s usually the first of the Chestnuts here to bloom and the last to loose it’s leaves in the autumn. However this year its leaves have failed to grow fully, the very small candles have died back and the leaves are wilted. It has failed the thrive and looks bare compared to its neighbours. I’m worried for the health of the tree and therefore it’s safely going forward. Could someone take a look at it to see if it’s okay and can anything be done to help it?

Thank you for your report. The tree has been inspected and it's current condition assessed. It is not in an imminent danger of failure and will be monitored over the next 2 months, if it does not restore it's canopy and declines further it will be included in the works programme to be felled. This is the likely outcome. We will update your report once the work is complete.

Hello We were wondering when the tree felling team were going to be back? They were here last week and did sone of it, but haven't returned.
