Household waste dumbed next to bin.

This is a daily occurance, this week alone we have picked up 2 bags of household rubbish, it is always left next to the council bin. Can you put a sign up saying no household waste? Every morning the fox have ripped open the bags, i find it all over the field. This has been going on for over a year. The bin is always full because someone fillls with household waste so over flowing with dog bags. If a sign is not installed can this bin be relocated?
