More household waste fly-tipped by residents of 29a Southgate street HMO flat

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 4624469.

I reported fly-tipping this morning on the pavement outside our business, 2x black bags dumped by residents of the HMO flat 29a Southgate Street situated in the rear courtyard. By midday this had been cleared up but there is now another bag that's been dumped and seagulls have again ripped it open and the rubbish is blowing over the road.
