Why had this been closed off

This a serious public health and safety issue with 12 barriers just thrown across the footpath around the clock tower and library area. They have now been there 2 weeks

What is the point of me reporting these 2 weekends on the trot and now via fix my street if it just gets closed off. Please ask an officer to attend asap and get them moved before an injury occurs. They get thrown about every Saturday night. They are not owned by by banes or the contractors there.
