London Road, planters & areas around trees in centre of road, full of weeds

I would like to understand why the planters installed some years ago along London Road are not maintained, it seems such a shame that the Council has taken the time to have these installed to enhance the look of the area positively, but then allowed them to fall by the wayside and turn into eyesores.
