Looks like a burst water main, water coming up from pavement. Been like it for a while a layer a slippery alge has formed.

‘We’ve recently performed a cleansing exercise in our system to close down all outstanding jobs that were completed some time ago. This closure is for reference only and you do not need to do anything’.
