Metal taken off telegraph pole and placed on our bins

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 4716530.
We have recently come home to metal being removed to the adjacent telegraph pole and placed on our bins during the collection period.
This has damaged the bins that will need replacing and is currently in a dangerous position for pedestrations.
We suspect this occurred when the road ammendmens took place last week to introduce parking permits.
Please can the pole be fixed and the bins replaced as soon as possible before injury occurs.
It is also important to note that cables are now loose on the pole which is a risk itself.
