Abandoned bike chained to railings on Station Road

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 4879063.

There has been an abandoned bicycle chained to the railings at the bottom of Station Road, Lower Weston, Bath for several months. It blocks the very narrow footpath there on the corner of the junction. Can it be removed please?
