E bikes completely blocking the pavement

E-bikes we’re dropped at Nelson place west this morning by the suppliers.. they are completely blocking the public footpath meaning any using the path has to walk into road… People in wheelchairs or with prams cannot pass at all They need to be removed immediately… what kind of clown blocks the public highway..
