Blocked drain causing flooding on Richmond Road

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 5007092.
There is a blocked drain on Richmond Road that causes flooding on the road and pavement at the back of the Royal High School. I have reported this 3 times over the last couple of years and NOTHING has been done about it. During the winter it is permanently flooded which is a hazard for pedestrians and motorists and also I would assume an environmental hazard having stagnant water there. Please ACTUALLY do something about it
