2nd metal bollard uprooted from the ground on path of Queenwood Av, Fairfield park, Bath, BA1 6EU road

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 5258072.
The top picture of the bollard was uprooted out of the ground, hit by what I can guess a heavy vehicle (van or lorry). I have pushed this back into the ground, yet very unsafe. The bottom bollard was hit several months back, even as long ago of 5 months. These people hit these metal bollards at the bottom of Queenwood Avenue, Fairfield park, bath, ba1 6EU. Then they make a quick exit. Please can you ask highways to re ground these two metal bollards as soon as possible. Due to the on coming winter weather.
I use these bollards as support when walking up Queenwood Avenue.
I get highly disappointed when a poor driving motorist damages the ground work and bollards
