More graffiti on the wall in the pedestrian underpass

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 5262844.

More graffiti has been scrawled on the wall in the pedestrian underpass. Historic graffiti is also beginning to seep through the inadequate paint and nothing has been done to remove the burnt patch that was reported to you several months ago. The graffiti removal person did attend but did nothing except sit in his truck for 40 minutes without doing a thing, then strolled into the underpass to look at the problem, then drove away. There is also a dumped vehicle near Waitrose that has been there for months on end with broken mirrors, flat tyres and damaged bodywork. Can something please be done to sort this out. Thank you.
