Parking on a pavement

Literally had someone park on an actual pavement just outside our house today, can’t understand why as we are literally a cul de sac and they could’ve parked legally on the road. Please can this be followed up with the driver as it is dangerous, lots of cyclists and walkers use the path and if the car gear was to fail and roll into someone would be a huge consequence.
