Water running from highway flooding drive

Water is running from the road and in to drive, majority of the time causing driveway to be flooded, it has now started to cause damage to the tar on my drive way and making it sink causing more water to hang. The road needs to be sorted and I feel like my driveway should also be repairs as this issue has been getting reported for years and nothing seems to get done. If something isn’t sorted I will be horses to take legal action.
