Water coming down fosse lane

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 5474759.
There is gulley down the side of fosse lane that keeps blocking up with leaves, also garden waste is being thrown over and blocking it also, this means the water is not going down the gully, it is coming down the road, if it was to freeze again it would be dangerous, it is also flooding in front of my exit pathway, if it continues it could get slimey and cause problems also.

One of the drains in the lane is blocked and water is running down the Lane until it reaches the open gully just beyond the remit of the attached photo. I have tried to clear it without success. The drain is situated between houses ‘Newlyn’ and ‘The Fosse’.
For information I noticed that further up the hill just before Ormrod cottages a new drainage pipe has been installed. A contractor’s board is nearby so presumably they have carried out this pipework.
I know that some drainage work is due to be carried out in Fosse Lane beyond the pathway to Eden Park Drive and thought you may wish to be advised of these two matters.
