Obstruction of road by large lorry (no warning signs)

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 5783292.

I was driving down and up Barn Hill yesterday and came across a large lorry parked in St Julian’s Rd just after the junction with Barn Hill.

Yesterday - I nearly turned into St Julian’s Rd while coming back up assuming it would be clear but found it still blocked by the lorry, thankfully I could adjust and continue up Barn Hill. The Gullen was also temporarily blocked by a car parked at 90degrees opposite the lorry at the time.

It was clear later in the day but I don’t believe there was much in the way of warning signs, cones or such like in place for the presumed delivery.

I wondered if there should be more precautions would be needed going forward in relation to the vehicular operations serving the groundworks going on in relation to a property close by

It is a steep hill with shared access.
