Railway sleepers are obstructing the road

As you can see on the photograph the householder has recently decided to extend beyond there boundaries onto the road with sections of railway sleepers this could be a potential trip hazard or a car could damage there wheels not expecting these obstacles to be placed on the road outside of a house boundary..
